Police and Lions beautify Compostela Police Station

Despite the heavy downpour early in the morning of St. John the Baptist's Day, members of the Cebu Lumad Lions Club made their way to the northern town of Compostela, Cebu to meet with the local police...not because they are in trouble.

They are there, to do what they love most, and that is to make a statement, painting, with huge walls, as the canvas--commonly known as murals.

This time though, has a deeper goal, and that is to transform the façade of its local police station, into child and environment friendly.

Excitedly waiting for them, is the woman who head the town police force, Police Senior Inspector Junafe Vergara.  She said, she was half excited and half worried, thinking that the group may not push through with the plan because of bad weather.

Her police station she said, needs the face lift. Its gloomy and scary.

Other than that, Vergara said, being a woman, her thrust is really in decreasing, if not eliminating all types of violence of children in Compostela.
"Its one of the best way of curbing criminality, by taking care and protecting them," she said

PSI Vergara
In fact, they conducted symposium after symposium, strengthened intelligence work to make sure they reach out to as many children and parents as well.

"But this is not enough, we need to put some changes, to put more life to what were doing," Vergara said.
And the Cebu Lumad Lions came, armed with a talented architect / mural artist, paints and brushes.

Architect Joseph Judilla, mural artists has been initiating several "creative vandalism" since he became a Lions.
The Architect

It is a project, that has as capital, not much on money, but time and patience.

"You don't have to be a good painter, everything else follows as long as you are passionate to the purpose of the mural.  And its impact is big.  It reaches out to a lot of people," Judilla said.

Even before he reached Compostela, he already had an idea of what the Police Station needs.  That is to make a mural that will bring a positive feeling for its clients and the passing or visiting children.

"The design is eye catching, but its message is also about taking care of the environment, that it can grow a good balance with progress," Judilla said.
He started with drawing the entire design using a black brush.  There were traces of buildings and trees, flowers and rainbow and houses.

Then the mixing of the colors of the paints -- red, yellow, blue, orange, brown, green  and white.

PO1 Mylene Edejer was all smiles. She said it was like a breath of fresh air from the usual policeman's day.

"I love it, I don't even feel tired painting all the yellows," she said

PO3 Denn Mark Maglinte didn't show any sign of tiredness.  He colored the hard to reach areas, those that were already near the ceiling.

"Makawagtang sa stress, the colors make you feel alive, and so will the police station," Maglinte said
But what makes the activity more meaningful, is the participation of some drug surrenderees of the town.  First, they thought they were just our for an exercise and other sweat inducing activities.

Laughing, giggling, they painted like little children.

Completing the activity was the turn over of children's books for the station's Women and Children's Corner.

But first, was a story telling by Lumad and the police to neighboring children.

This just goes to show, that things can be done when there is a forged partnership between civil society, private entities and the government...more so, if its for the children.

As to the police, with a building as colorful as that, it will definitely bring them closer to the community.

Mandaue City among 3 cities nominated for funding assistance to become Low Carbon Model LGU

The City of Mandaue, Cebu, Philippines is among the three local government units (LGU) considered for funding for environmental sustainability efforts.

This October, there are three LGU's from among the 21 member Asia Pacific Economic Conference (APEC) economies who will be chosen to be given technical assistance for environment efforts.

In particular are the strategies leading to the reduction of carbon use.

In a press release, the nominees are Krasnoyarsk City, Russia; Mandaue City, Philippines and Subang Jaya, Malaysia.

According to Department of Energy Undersecretary Loreta Ayson, who is also the Philippines Senior Official on Energy, the Low Carbon Model Town (LCMT) Project of the APEC Energy Working Group (EWG) will be choosing in next month's gathering in Cebu, who will receive the technical assistance.

"We are constantly looking for potential LCMT candidates and it impresses me to find Mandaue City with such a comprehensive plan involving land use, green building and transportation,”  Ayson said.

Mandaue City accordingly has a clear target for reducing its CO2 emissions and has long been crafting measures to establish a sustainable city to address air pollution and traffic congestion.

Its proposed project consists of developing green growth areas and interconnecting these areas within Metro Cebu. An ordinance is also proposed promoting disaster-resilient buildings in the city.

The LCMT Project of the APEC EWG has been greatly instrumental in encouraging communities in the region to embark on city planning initiatives promoting low carbon technologies to manage the rapidly increasing energy consumption and consequently, mitigate the adverse effects of greenhouse gas emissions on the environment.

Previous winners include the city of Da Nang in Vietnam which implemented an innovative system of electric motorbikes and charging facilities.

Samui Island in Thailand also got support for its feasibility study to utilize solar, wind and small hydro power; reliance on electric vehicles and reforestation and protection of existing forests.

They also adapted Green technologies for resort and hotel developments such as solar water heaters, solar panels on rooftops, biomass power generation of kitchen waste and increased ventilation for natural cooling.

Mandaue is located on the central-eastern coastal region of Cebu, and is one of the three highly urbanized cities on the island and forms part of the Cebu Metropolitan area. It is connected by two bridges to the island of Mactan.  Mandaue is also known as the “furniture capital of the Philippines.”

The Department of Environment and Natural Resources (DENR-7) reiterated that a permit to cut is needed over the cutting of trees within private lands.

According to DENR-7 Regional Executive Director Dr. Isabelo Montejo, this is in line with Executive Order No. 23 or the moratorium on the tree cutting throughout the country.

“We are preserving a good balance of forest for perpetuity by shifting timber harvesting in tree plantations only,” said Montejo in a press statement.

In a memorandum dated February 13 signed by Montejo, provincial and community environment and natural resources officers in the four provinces are instructed to implement the order requiring a ‘permit to cut’ on requests on the cutting of trees within a private land.

Requirements for the issuance of clearance for a permit to cut are the following: letter request, local government unit clearance, inventory of tree requested to be cut with global positioning system (GPS) reading per tree, stand stock table, copy of land title or tax declaration, geotagged pictures, sketch plan, and tree chart.

“We will not issue a clearance unless these requirements are complied with and attached to the application for a permit to cut,” Montejo said.

He pointed out: “You cannot harvest what you did not plant.”

Natural and residual forests are forests composed of indigenous trees, not planted by man.

Montejo added that under a new regime in forest resource development, the country’s shift to tree plantation development has been given the needed push in recognizing the sustainability of tree plantations as a viable source of timber. (rmn/PIA7-Cebu with reports from DENR-7)
