CEBU took the #Pagyanig Challenge!

Today the Cebuanos joined the rest of the country in the holding of the second quarter National Simultaneous Earthquake Drill (NSED. They did the "Duck, Cover, Hold"/

Popularly termed as #Pagyanig challenge,  the campaign aims to encourage the public to participate in the earthquake drill and at the same time educate them on the importance of preparedness against earthquake hazards.

Philippines by the way, is within the Pacific Ring of Fire and an typhoon  belt, making this prone to disasters.

CAOCAMPIO and all, lets join the #Pagyanig Challenge!

Calling all members of the Cebu Association of City and Municipal Public Information Officers (CAOCAMPIO), inform us of of your activities related to the #Pagyanig Challenge!

Send us a copy of your Memorandum, Directive, or pre #Pagyanig actions; photos will be greatly appreciated.

More importantly, do let us know the institutions taking the #pagyanig challenge.

Better be prepared than sorry, lets take the challenge! 

You can do the #runningman dance before the #DuckCoverAndHold; the Tinikling or the Siloy dances (for the cultural touch) or other fun and learning activities related to the #Pagyanig Challenge.

The National Disaster Risk Reduction and ManagementCouncil (NDRRMC) through the Office of Civil Defense (OCD) in collaboration with the Metro Manila DRRM Council will hold the 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED) on 22 June 2016, 9:00 AM. The on-site NDRRMC Operations Center will be established at the GHQ Grandstand, Camp General Emilio Aguinaldo, Quezon City.  
The 2nd NSED shall delve in the evaluation of the on-site NDRRMC Operations Center based on the National Disaster Response Plan for Earthquakes and Tsunamis, the quadrants of Metro Manila in reference with OPLAN YAKAL Plus including the interoperability among assisting Regional DRRM Councils. 
The official hashtag for this year’s NSED is #Pagyanig. In line with this, OCD will again campaign for the #Pagyanig challenge. This campaign aims to encourage the public to participate in the earthquake drill and at the same time educate them on the importance of preparedness against earthquake hazards. OCD encourages those who have their social media accounts to take the #Pagyanig challenge by following these steps: 
1. Like the OCD’s official facebook page: Civil Defense PH.
2. Show your commitment to the conduct of the 1st quarter NSED by posting a video saying:” I accept the #Pagyanig Challenge or a photo with the fan sign “I accept the #Pagyanig Challenge”.
3. Tag us on facebook and invite your friends to do the same.
4. On June 22, share with us your earthquake drill experience by posting your photo or video on social media doing the DUCK, COVER, HOLD with #Pagyanig.

In support of the 2nd NSED, the Metro Manila Shake Drill will be conducted and likewise, OCD Regional Offices will lead the earthquake drills in their respective pilot areas.

CEBUANO: Ekipo, tambal ug ubang hinabang para sa kalamidad, wagtangon ang buwis-APEC

Paspas nga pagpadala sa tambal, ekipo og hinabang panahon sa kalamidad gitun-an sa tigum sa Asia PacificEconomic Conference (APEC).


Si Department of Foreign Affairs Undersecretary Laura del Rosario, mibutyag  sa briefing sa International Media Center nga lakip sa gituki sa usa sa mga tigum sa Third Senor Officials’ Meeting (SOM3) ang dinalian nga pagpadala sa mga ekipo, tambal ug ubang mga hinabang panahon sa kalamidad.

Ang paghisgut hisgut nahitabo sa Health Policy Dialogue Asia Pacific 2020 Amidst Disaster and Outbreaks nga nahitabo dinhi sa lalawigan sa Sugbo.

 Sa maong tigum giuyunan sa mga membro sa APEC nga ipadayon ang mga tinguha sa pagpakgang sa mga sakit lakip na ang dinaliang pagtubag ug pagpangandam sa kalamidiad.

Matod ni Del Rosario nga ang Bureau of Customs (BOC) kasagaran maniguro kun ang mga hinabang gikan sa mga langyaw (foreign donations) gipayuhot ba o highly  taxable ba kini.

Siya nagkanayon nga sa pagproseso palang daan sa BOC mudangat na kini ug daghang mga adlaw aron kini mapagawas ug maabot sa hingtungdan.

“During this discussion, there is an agreement of facilitation of goods like the medicines should not be taxed because this will go to the communities that will really benefit these medicines, (Sa maong diskusyon, adunay kasabotan sa pagpahigayon sa mga butang sama sa mga medisina nga dili angayan nga buhisan tungod kay padung ni sa mga komunidad nga nanginahanglan niini)” del Rosario said.
Kabahin sa mga ekipo, sama sa crane o mga helicopter nga gikinahanglan sa gikan pa ang linog, dili pod angayan nga buhisan.

“We should allow foreign doctors to practice in the Philippines in times of disaster,(Angayan nga tugutan ang mga langyawng mga doctor nga makasulod dinhi sa Pilipinas sa panahon sa kalamidad),” matod ni Del Rosario.

Si Del Rosario, mao usab ang nangulo sa SOM3. Ang mga gisabutan sa SOM3 ipasi kini sa Finance Miniters Meeting sa pag hisgut hisgut og pundo ug dayon adto kini tukion sa High Ministers Meeting sa Disyembre.

CEBUANO NEWS: Kalamidad og pag usab usab sa panahon gituki sa APEC tungod sa epekto sa ekonomiya

Tungod kay dako kini og epekto sa ekonomiya, pagpangandam sa mga kalamidad ug pagusab usab sa panahon, lakip sa gimugna nga Cebu Action Plan (CAP) sa mga meimbro sa Asia Pacific EconomicConference (APEC) dinhi sa Sugbo.



Si Dr. Alan Bollard, ang Executive Director sa APEC Secretariat, mibutyag nga lakip sa  CAP ang pagmugna og mga pamaagi sa saktong pagpangandam sa mga kalamidad ug ang pag usab usab sa panahon (climate change).


Kini tungod kay nakita sa mga delegado sa APEC member economies, nga ang kalamidad og pag usab usab sa panahon adunay dakong epekto kabahin sa patigayon og ekonomiya.

Matod ni Bollard, gipangunahan sa Pilipinas ang pag ambit ug mga pamaagi tungod kay kapila na kini gikuso kuso ug mga kalamidad ug mga abnormal nga panghitabo tungod sa pag usab usab sa panahon.

Apil sa mga punto mao ang disaster financing, o diin mahatagan og ayuda pinansyal (utang o grant) ang isa ka rehiyon o local government unit, sa ilang mga tinguha pagpamalit ug  mga ekipo o mga pagbansay bansay, agig pangandam sa kalamidad.

“Nag una ang Pilipinas tungod sa kasinatian niini sa pagsugakod sa daghang mga natural nga kalamidad sa mga katuigan (Philippines has clearly lead the way, having learned to cope with a number of natural disasters over the years),” matod ni Bollard.

Si Bollard nagkanayon  nga sabotan usab sa mga member economies kun unsaon mas mapadali ang pagpadala og ayuda nga ekipo ug mga hinabang sa panahon sa emergency.

Kini tungod dako ang mabayaran nga buwis sa pagpadala og ekipo o bisan gani ang mga hinabang, abagahon pa sa nasod nga gihatagan ang buwis sa pagpadala.

Nasayran nga ang natural  nga kalamidad og ang pag usa usab sa panahon dali ra nga makapapas sa mga systema sa pagpakunhod sa kalisod ug uban pa mga pagpalambo sa ekonomiya.

Ang mga 21 ka mga member economies sa APEC nagpadala sa ilang mga Finance Ministers og mga disaster planners dinhi sa Sugbo aron sa pagsalmot sa mga tigum.


Walay hisgutanang political ang tukion sa APEC kun dili mga isyu sa pagpasayon og paglambo sa patigayon, industriya og serbisyo.

UPDATE 1 - Phil Navy sends divers to Ormoc City

Philippine Navy in Cebu sent off personnel to Ormoc City capsized motor banca incident.

Lt. James Reyes, spokesperson of the Naval Forces Central  (PN-Navforcen) based here in Cebu City, immediately deployed a vessel to Ormoc City with five divers.

"The divers will be sent to the area where MB Nirvna sank.  But along the way to Ormoc City, they will search the area for anybody who was caught in the current," Reyes said.

MB Nirvana reportedly capsized a few minutes after leaving the port of Ormoc City bound for Pilarr town Camotes Island already under the Province of Cebu.

According to Poro Municipal Councilor Agosto Zurita, who happens to be at the port area, the boat was about to turn and face Pilar when it capsized upside down.

It had listed 173 passengers along with loads involving sacks of rice.

As of press time 38 were recovered dead while 60 were rescued.  They were brought to Ormoc Doctors Hospital and Ormoc Sugarcane Planters Association- Farmers Medical Center (OSPA-FMC).

This is the first sea tragedy involving mostly Cebuanos for this year. (fcc//PIA7-Cebu)

BREAKING NEWS: Big waves sank motor banca bound for Pilar Camotes from Ormoc City port this noon.

CEBU CITY, July 2 (PIA)— Big waves sank motorbanca bound for Pilar Camotes from Ormoc City this noon carrying 173 passengers.

Agosto Zurita, Muicipal Counilor of Poro, Camotes in an interview with PIA-Cebu said MB Nirvana left the port of Ormoc City at 12:12 noon today bound for Pilar, Camotes Island.

Zurita was in Ormoc for business matters and was just at the port during the incident.

It accordingly was leaving the port with rear first and just as it was about to swerve its front to face Pilar, it eventually pivoted and capsized on its back a hundred meters away.

“Majority of the passengers were adults and there were about 30 who were minors,” Zurita said.
Initial rescuers were the town policemen and firemen, Philippine Coast Guard personnel and some medical team.

As of press time 34  bodies were retrieved and around 60 were rescued.  These were brought to Ormoc Doctors Hospital and Ormoc Sugarcane Planters Association –Farmers Medical Center (OSCA-FMC). 

"Ang pag rescue mano mano lang gyud, di ta makaingon nga hi tech, (The rescuing was only manual and not high tech)," Zurita said.

Cebu disaster councils urged to prepare for "Chedeng"

CEBU CITY, April 1 (PIA)--- Typhoon Chedeng may not affect Cebu but disaster response offices are still advised to be on guard for possible changes. 

Oscar Tabada, head of the Philippine Atmospheric Geophysicaland Astronomical Services Administration (PAGASA-Visayas) said as of press time typhoon “Chedeng”, internationally called “Maysak” is still 1,280 kilometers east of Guiuan, Samar.

The PAGASA head made a briefing to the core group of the Regional Disaster Risk Reduction and Management Office for the Pre DisasterRisk Assessment (PDRA).

Tabada said there is a greater probability that Chedeng will move more than Latitude 10 and will spare Central Visayas just like typhoonMario last year.

“All the numerical weather models from Japan, Korea, Beijing has the same trend, showing typhoon Chedeng to be leading towards Luzon into Aurora province, hitting Metro Manila," he said.



Typhoons happening in the first and early second quarter of the year usually spare Central Visayas.

“We are more affected by the typhoons in the last part of the year,” Tabada said.

Chedeng is considered as a Typhoon Category with sustained winds of 215 kph near center and gustiness of 250 kph. It is moving at 17 kph.

The typhoon is expected to enter tonight or early morning tomorrow.

Tabada said for now, typhoon Chedeng is gaining strength as it is still on waters.

“We know that typhoons get their strength on water but it is expected to weaken the moment it will make a landfall,”  Tabada said.

It will also bring rains at 17 millimeters per hour in the affected area.

“We have to bear in mind, typhoons will most likely move faster if these are tracing land as there is no more water to absorb,”  Tabada said.

PAGASA forecasted that Lent in the Visayas will still be sunny until Friday with light rains.

Office of Civil Defense 7 Olivia Luces said they are on guard for the typhoon and especially that it is Lenten season.

“Where there are more people or more crowd, there is greater risk of hazard, “ Luces said.

Police Superintendent Julius Gornez of the Police Regional Office 7 assured all units are on Red Alert as OPLAN LIGTAS BYAHE-SEMANA SANTA is enforced.

Jennifer Abastillas, of the Department of Social Welfare andDevelopment said they also have enough manpower to carry out possible relief here in Cebu.

“We are even on call as buffer suppliers to Luzon,” Abastillas said.

The core group of the PDRA include OCD, Philippine NationalPolice, Armed Forces of the Philippines – Central Command, Department ofInterior and Local Government (DILG), Department DSWD, PAGASA and the Philippine Information Agency (PIA).


In Cebu Province, Governor Hilario Davide III ordered all the departments and local government units to continue monitoring and coordinating for typhoon Chedeng. (FCC/PIA7-Cebu)
